Add a Guest Device using API

When we try to add a guest device to the Guest Device repository with the existing API, the device account doesnt show up under List Devices, as the device account is created under Policy Manager instead of getting created under the Guest application.

The API used to add device account is:

<?xml version="1.0" encoding="UTF-8" standalone="yes"?>
<TipsApiRequest xmlns="http://www.avendasys.com/tipsapiDefs/1.0">
<TipsHeader version="3.0" source="Guest"/>
<GuestUsers>
<GuestUser enabled="true" expiryTime="expire time in yyyy-mm-dd hh:mm:ss format" startTime="start time in yyyy-mm-dd hh:mm:ss format" sponsorName="admin" guestType="DEVICE" password="Client-Mac-Address-Hyphen" name="Client-Mac-Address-Hyphen">
<GuestUserTags tagName="First Name" tagValue="Guest_User_Name"/>
</GuestUser>
</GuestUsers>
</TipsApiRequest>

Example is given below:

<?xml version="1.0" encoding="UTF-8" standalone="yes"?>
<TipsApiRequest xmlns="http://www.avendasys.com/tipsapiDefs/1.0">
<TipsHeader version="3.0" source="Guest"/>
<GuestUsers>
<GuestUser enabled="true" expiryTime="2015-03-17 12:26:08" startTime="2014-03-17 12:26:08" sponsorName="admin" guestType="DEVICE" password="AA-BB-CC-DD-FF-FF" name="AA-BB-CC-DD-FF-FF">
<GuestUserTags tagName="First Name" tagValue="Subhash"/>
</GuestUser>
</GuestUsers>
</TipsApiRequest>

This has been tested in 6.2.x and 6.3.x versions.
