Captiveportal with public proxy in browser

Hi all,
Situation: A guest network is using captiportal for user authentication. A user’s laptop had been configured with a public proxy at her company for security, and user do not have right to disable the proxy setting in her browser.

Problem: computer could not redirect to captiportal.
The “show ip access-list captiveportal” indicate svc-http-proxy1 with correct proxy port 3128:
