Directing IOS Devices for configuration

We are a large school system and the schools have a different proxy servers and the proxies must be used to get on network. The schools are buying hundreds of ipads and they all will need the proxy information. Right now we have to touch each ipad.

Question: Can you use the captive portal as the first login and tunnel them to a ftp site to download a configuration file?

The truth about I-devices is that the proxy is set in the Settings > Wifi > Choose On > Choose your connection > Hit the blue arrow > Scroll Down > HTTP Proxy: (Off/Manual/Auto) section. That section is configured PER wireless network and defaults to "off", which means you cannot use DHCP option 252 to specify your proxy info for any ipad.
