Local Controller not talking to Master

Would an AP bootstrapping issue, at least the cause of the issue, not allow a local controller to talk to the master? I have confirmed from within the local and remote IPs just not the master. Log show that the local cannot heartbeat with the master. I know we have an AP heartbeat issue with the master from remote location that is causing APs to bootstrap but could this cause controllers to not talk as well? Any thoughts?

Yes

Bootstrapping indicates a connectivity issue. The same issue could also keep a master from talking to local. From a network perspective, what kind of a remote site is it?
