Restrict DHCP with MAC Firewall Policy

We have a VLAN associated with an SSID for Contractors. When the user selects to connect to the contractor network, they are prompted for the PSK. After entering the PSK, they connect, get the IP but are then re-directed to the Captive Portal for username and PW, and are then assigned a user role. We have a MAC address Firewall policy in place that will prevent them from being redirected to the captive portal if their MAC is not in that policy.

Does anyone know a way to prevent them from getting an IP if their MAC is not in the MAC firewall policy?

We tried adding “deny” “any” to the end of the firewall policy, but it didn’t seem to do anything.
