Vrrp config

I HAVE 2 CONTROLLERS

I HAVE CREATE THE SAME NUMER OF VLANS OF BOTH, THE VLAN 1 IM USING FOR ADMINISTRATIVE AND NO LOOPBACK IP CONFIGURED.

CONTOLLER VLAN 1 IP IS 192.168.0.203 AND CONTROLLER 2 VLAN 1 IP ADD IS 192.168.0.204 BOTH /24 BITS SUBNET

I USED THE VLAN 5 FOR VRRP AND BOTH HAVE THE SAME NUMBER OF LICENSES.

IN CONTROLLER 1 (VLAN 5 IP 192.168.5.1) I CREATE THE ACTIVE MASTER AND THE CONTROLLER 2 (VLAN 5 192.168.5.2) IS THE BACKUP THE VRRP IP IS 192.168.5.10.

FIRST I CREATE THE VRRP INSTANCE IN THE CONTROLLER 1 WITH THIS CONFIG
vrrp 1
priority 120
ip address 192.168.5.10
vlan 5
authentication aruba123
description Preferred-Master
tracking master-up-time 30 add 20
no shutdown
!
master-redundancy
master-vrrp 1
peer-ip-address 192.168.5.2 ipsec aruba123

AND THE BACKUP CONTROLLER WITH TIHS CONFIG
vrrp 1
priority 100
ip address 192.168.5.10
vlan 5
authentication aruba123
description Backup-Master
tracking master-up-time 30 add 20
no shutdown
!
master-redundancy
master-vrrp 1
peer-ip-address 192.168.5.1 ipsec aruba123

the controller 2(backup) get the state of backup but it change to master itself.

what can be the problem?

Make sure there are no other vrrp or hsrp instances running on other switches on that l2 network. Put an authentication key on each side. Last but not least, make sure both switches ca see each other.

I resolve the issue, the problem was layer 2 in the distribution switches
