No. The CLIENT determines what access point to roam from and to. You can only try to influence this using the controller. The same parameters exist for 6.x and 5.x and the client still determines what access point it will end up on. Whether a client will end up on one access point or another is also dependent on network design. Some clients will stay on an access point until it is too week or there are too many errors for it to hold onto. That means if it still has a decent view to an old access point, it will not let go of it. It would be ideal for clients to roam to the access point that they are the closest to, but in the real world, it does not always happen that way.

Some people try to remove the lower rates of 1 and 2 and 5.5 to improve roming, but a number of older clients do not like that, and it is basically hit and miss. The RSSI threshold method that we suggested before works very well. You need to start with 20 and increase it up to 30 to see if that improves things.

There are a number of ways to influence roaming, but none of them allow you to have enough control over clients to make them always associate to the access points that they are closest to.
