Can PBR be applied for traffic initiated by the controller? 

PBR cannot be applied for the traffic originating from the controller. It will be only applied to all the traffic originating from the clients in the client VLAN. Traffic initiated by the controller such as SNMP traps, Pings from controller, etc will be routed as per the routing table.
