What is the difference between enforcement "hard" and enforcement "soft" in traffic management profile?

Here hard Restriction is "rate limiting", restrictions will be enforced all the time including when bandwidth is not saturated.  

While soft Restriction is "congestion management", restrictions will only be enforced when bandwidth is saturated.
