When centralized licensing is enabled, can a local controller running VRRP with master license server act as a backup license server?

Question Can a local controller running VRRP with master license server act as backup license server in ArubaOS 6.3 ?
Environment This articles applies to Aruba Mobility Controllers running ArubaOS version 6.3.0.0 or higher.

NO. The Local Controller running VRRP with master license server cannot act as a backup license server.

In Master-Standby  setup, master will serve as the license server and standby master will serve as the standby license server. Whereas, in Master-Local setup, Master acts as  license server and local acts as a license client controller. There will be no support for a redundant license server in a topology with a single master.

In a network with multiple  master-local setups, each master will serve as the license server for its locals. License information will not be shared between those masters in such a topology.
