Why do APs have IL flags even though enough valid licenses are present?

Product and Software: This article applies to all Aruba M3, 3000, and 600 series controllers that run ArubaOS 3.x code.


Symptom
When a 'show ap license-usage' command is issued, it shows that a good number of AP licenses are free. However when a 'show ap database' command is issued, some APs are not Up and have a flag of IL. The 'show ap active' command shows the lesser number of APs that are Up and is equivalent to the number in the AP Licenses Used value in the 'show ap license-usage' output.

Reason
When a WIP license is installed, the maximum number of APs that can come up on the controller is the lesser of AP and WIP licenses installed.

The number of AP licenses is calculated by adding up the number of AP, remote AP, and mesh AP licenses that are installed. This number does not include the built-in AP in the 651 controller.

Note: The 3.x licensing model for legacy platforms, that is 200, 800, 2400, SC-1, and SC-II, is different and therefore this rule is not applicable.
