Q:

What happens when the max clients threshold limit exceeds on an IAP?

A:

On InstantAP (IAP) under SSID configuration we have an option to set "max-clients-threshold", which is used to limit the client connecting to that IAP based on the BSSID (which is the SSID, on either the 2.4GHz or 5GHz radio, for that IAP).

When the max clients threshold limit exceeds on an IAP, the IAP will send a deuath to the exceeding client with the reason "Resource constrained"

Example:

When Max Client Threshold is set to 64, the 65th client who is trying to connect to this BSSID will receive a deauth from the IAP with the reason "Resource constrained". This deauth reason indicates that the max clients threshold is exceed for that IAP.
