It looks like you may be able to get the info you are looking for:
The time-out period is 15 minutes and that is not configurable. Here is a snip of the email report I received at 16min after I pulled the IAP:
You can also configure Central to run the Network Summary Report and email you the results, however, the report will show the number of APs seen during the report window and not Down APs.
