Controllerless Networks

I saw a previous post about captive portals and aruba instant, but still wasn't quite clear if implementing a terms of service captive portal was possible with only IAPs (and without clearpass).  Also, how much customization can be done on that captive portal page or can that page be located externally.

I'm looking at using the IAPs for WiFi hotspots managing them via Airwave, but all I want to do is divert the user to a welcome page with terms of service prior to them using the service.
