    is there any documents on setting up a external radius server for the IAP 115?

    What kind of RADIUS server?

    it's a WIN 2008 server

    Take a look at this guide. It's for 2012 but most of the config is the same.

    Also, do you have to use a certificate to set up radius to work with the IAP?  Its asking for the EAP type for the policy.

    If you are using PEAP or TLS, you will need a server certificate on the NPS server to provide the server identity to the client.
