Hi, we are running IAP-225 VC in 6 locations here on campus and we are seeing large amount of arp broadcasts from the networks where we have our IAP'd deployed, has anyone seen this or had this happen, it is causing network outage at time and we cannot determine what is the cause , our only commonality is they are Aruba IAP buildings.

Any idea of the source of the ARP broadcasts?  Were they gratuitous ARPs or another kind?  Did you get a packet capture?

It seems like we had some devices that were trying to use the same IP from the traces it seems all were gratuitous arps

Please open a tac case. We don't have enough detailed information from you to determine what is wrong.

Question we are running IAP virtual controllers, if we configure option 43 and 60 on our dhcp server so the aps can find the controller, does this stop them from ARPing to find the VC ? they will still communicate using the IAP protocol correct ?

Did you ever find a solution to this? I'm potentially seeming similar behaviour.

i think you should enable debug pkt on the IAP, then you will find the arp issue

command as below ( collect the logs ):
    debubg pkt type arp
    debug pkt dump

In some versions, you can only see user's one-way arp packet because of IAP fast forward.
