    I have two small offices can I use 2 IAP's configured with a IPSEC/GRE to have the users appear as 1 network without the use of a fullblown Aruba Controller?

    Each IAP cluster is really meant to be within the same LAN.  Is there a reason you require the same network at 2 different office locations?

    It does not have to be a layer 2, It could be a Layer 3, but is it possible to do a IAP-IAP vpn?

    VPN from an IAP can only terminate on an Aruba controller.   They cannot  tunnel from cluster to cluster.
