Is it possible to connect an instant/RAP3 using wifi as it's uplink, and then bridge E0,E1,E2 to it?  I want to use the instant/RAP as a wireless bridge with multiple ethernet ports.

Are you attempting to connect the RAP-3 to other Aruba IAPs or 3rd party APs?  If connecting to Aruba APs no configuration is necessary and the RAP-3 will join as part of the Mesh network.  WiFi uplink is only used to connect Aruba to 3rd party.

I've tried connecting a RAP3 as a mesh, and connecting it to a third party AP, and it never comes up.  Is Mesh and wifi uplink only available in dual radio iAPs?

That's correct, Mesh only works on dual APs
