Why does it take long time for an IAP-103 to boot up?

After I plug the IAP-103 to a PoE switch (switch is not connected to anything, I'm using it just for the PoE source) it takes up to 10 minutes for the IAP to boot and start announcing the "instant" ESSID.

Why does it takes so long?

What is providing DHCP to the IAP as it boots up?

I've tried connecting a PC to the same switch running a simple DHCP server and I've also tried without the DHCP at all, letting the AP take over as DHCP server on the 172.x.x.x network.

In both cases, the boot up time is slow: ~5 mins to get the "instant" ESSID in the air.

    So,

Assuming my IAP is on a no-DHCP environment: How much time would it take for the IAP to boot and offer DHCP leases over the "instant" SSID?
