Rustling up some COWs

We have hundreds of COWs (Computer On Wheel) carts in which we store and charge our student laptops. I've installed switches into the carts and provided patch cables so that the students can hookup the laptops to the switch so that the laptops get Windows and Software updates during the night.

My biggest challenge is getting them to power on and off at a certain time. Because our teachers have a the habit of taking the laptops home with them, and we do not want the laptop to automatically power it self on while it is inside of a laptop bag or purse, I have a scheduled task run from a local PC that calls scripts that manually start and shutdown the laptops. The problem is that it works sporadically.
