How can I put two IAP clusters on the same subnet

Hi,
I have a case where I must put two IAP clusters on the same subnet.
Since IAPs of cluster A and IAPs of cluster B are connected on the same switch, I can configure an ACL that prevents communication between the 2 clusters.
Can I configure this ACL with just IP address ?

I will just say that two clusters are not designed to be on the same VLAN.

 

IAPs locate each other via broadcasts and I'm not sure how you would block a broadcast on a a layer 2 segment...
