IOS APs require physical reboot after changes applied

This affects users who add ip access-lists to APs via Advanced IOS Config. Some older firmware versions, including 12.2(15)XR, get in a bad state when ip access-lists are copied to the running config. Versions XR2 and newer don't have the problem. 

One solution is to upgrade the firmware first, then apply the changes.
