Are you using the data interface? If so, be aware that data getting out of ClearPass is routed through the data interface and might cause management traffic not to have a proper route out unless you set management routes.

What you can do as well is under the 'Collect logs' do a packet capture on the ClearPass to see where the return packet goes to.
Also, make sure the snmpv3 authentication parameters match, and clocks of all devices are perfect in sync.
If that does not solve your issue, I'd advise you to contact HPE Aruba support to look with you and investigate what might be wrong.
