We recently lost power to our datacenter and we're in the middle of an 802.1x implementation across our campus, which relies on the device cache CPPM holds. Does the device cache get flushed when CPPM is unexpectedly powered down?

MAC caching. We currently have ours set to 360 hours in the settings.

No. MAC caching is stored in the database based on time. You should not have any issues.
