I've configured SMS over SMTP for ClearPass guest and I am able to send both email receipt and test SMS. However, during the guest self registration process, the SMS fails with the following error:
Client: 10.29.120.157:64182 App User: admin Script: /guest/guest_register_receipt.php Function: NwaSmsSendMessage Arguments: array ( 'rtn' => array ( 'error' => 1, 'message' => '2002|Account does not have SMS access.',

With so little info to go on - I would say you havent selected the correct service provider when configuring your self-registration page.
Verify under Receipt Page - Action that the correct sms gateway is selected.
I got the same error when I had mistakenly set the default Clearpass sms gw as standard..

jsolb you are correct. It was a dumb mistake. I had added the SMTP gateway but never set it to be the default. Works great now!
