    I have 2x Clearpass 5K platforms now I have 1000 Ongaurd device for healthcheck shoud I have 1000 ongaurd licesnes for each server?

    No. They are shared in the cluster.

    what if the server that holds the Ongaurd Lic key went down for any reason what will happen in this case for healthchecks, a new device doing healthcheck for first time?

    Nothing will happen. Licensing is calculated on a rolling average.
