For Guest Wifi, can we retain the users IDs in the local database?both in case of Controller & IAP?

If you create them there, yes.

For self-registration, ClearPass would be used.

Without creating it. We would not know which guest would come to access Wifi, as this solution will be hospitals and clinics. So when the patient comes, they enter their name, email-id, phone number and other details on the ClearPass Captive portal..and these details of the patient (customer) should be saved either in some external Storage incase of IAP or local storage incase of Controller.

Is it possible?

When using ClearPass, the details are stored in the ClearPass Guest database.
