When we have visitors on campus with a device configured with a language other than english and a non-US timezone our Guest Portal immediately gives the timeout message for their 24 hour period.
I wish I had a screenshot of the error but I've had limited access to the devices, and our help desk has manually registered them over the phone to workaround.
I've briefly seen the error and essentially it says the 24 hours has come and gone - as soon as they submit the form - on the same page I believe. Perhaps the date format is different? (YYYY-MM-DD?) It looked like the date was being pulled locally, or perhaps just translated improperly afterwards.
