    Those steers typically happen when a client that is dual-band chooses the 2.4ghz band, even though the AP sees the client at a good signal strength on the 5ghz band.  You typically would want the max tx-power on the 2.4ghz ARM  profile 6 db lower than the 5ghz max-tx-power ARM profile to try keep this from happening.  This typically involves lowering the max-tx power in the ARM profile for 2.4ghz band.  That will also end up lowering the RF utilization.
