"could not create contract for user"

Found this debug alert on a guest access controller. What exactly does it mean? Have you ran into this before?

Could it have to do with bandwidth contracts?

It is cosmetic.  It really means that the user does not have a bandwidth contract assigned.  It is only seen during user debug.
