"could not create contract for user"

Found this debug alert on a guest access controller. What exactly does it mean? Have you ran into this before?

Re: "could not create contract for user"

Could it have to do with bandwidth contracts?

Re: "could not create contract for user"

It is cosmetic.  It really means that the user does not have a bandwidth contract assigned.  It is only seen during user debug.
