There are multiple fans in the S1500 (as you can see from the show command).  The two system fans (FAN 0 and FAN 1) operate independently from the two power supply fans (Power Supply Fan 0 and 1). 
 
The system fans operate only in relation to one temp sensor (the “CPU” temp in the CLI):

The power supply fans operate primarily in relation to PoE load:

However, the PoE load may be overridden by the temp, although a different sensor than the system fans.  The “console” temp in the table below is actually the “ambient” temp shown in the CLI.
