    Trying to locate in the ARUBA controller  620 where I can lock down the transmit power setting on an AP

    In the ARM profile, there is an ARM MIN and MAX TX power in dbm.  That determines the minimum and maximum power for an AP.  Convert from watts and make the dbm the same in the min and max tx power, and it will constrain it to your number.
