    We just purchase 2 7010, and I need to import license's to the contoller. Can we add license without network connection?

    You should have received an email with the certificate IDs then you need to go to the licensing.arubanetworks.com and activate those.
    Once those have been activated then you can you will receive an email with the license keys.

    Then you can use those from the controller console .
    Execute the following command: license add <license key> and then it will ask you to reboot
