Recently changed the IP address on a local controller. I have the IPsec with the new address between local and the master controller configured correctly. Communication seems to be fine except I cannot see the access points on the master controller.

What version of AOS are you running?
Can you run "show master-local stats"
You may need to re-sync the DB between the two. I believe clearing all of the APs from the local using clear gap-db command
