Centralized Image Upgrade

    Attempting to enable centralized image upgrade from the master controller (about 20 locals on this master), per the user guide. However, under Maintenance -> Controller -> Image Management, I do not have a Local Configuration tab to enable the option, as I should expect.

    I have several master clusters. This particular one is running 6.4.2.12. I have another one that is running 6.4.4.9 - same issue.
