    The title may not be that clear but here's my story.

     

    I am trying to create 2 operator logins from Local user:

    1. Receptionist; who creates accounts for guest users.
    2. Web designers; solely for designing the pages.

    They both work but this depends on the order of  the services. (Please see picture below) If I put the Webpage Admin on top of Receptionist, a Webpage admin is able to login but not a Receptionist. If I switch their places, the Receptionist is able to login but not the Webpage admin. How can I make them work at the same time?

    Why are you using two different services? Combine them.

    Where can I combine them? At the enforcement part?

    Yes. It's rare to ever have two services handling the same auth method and
    service.
