Can you give us more details on the clients?

What model APs are you using?

Type "show ap association client-mac <mac address>" to see what that client's capabilities are:

    (192.168.1.3) #show ap association client-mac 04:db:56:2c:6e:f9

The phy column shows client's operational capabilities for current association

    Flags: A: Active, B: Band Steerable, H: Hotspot(802.11u) client, K: 802.11K client, R: 802.11R client, W: WMM client, w: 802.11w client V: 802.11v BSS trans capable

    PHY Details: HT : High throughput; 20: 20MHz; 40: 40MHz

This device only supports a single spatial stream, so the maximum is 72 megs

There is also a chart that will show you what rates clients can get when connecting to a BSSID, depending on their capabilities:  Since that client is a-HT-20sgi-1ss, the maximum it will get is the MCS 7 level on the chart:

    (192.168.1.3) #show ap vht-rates bssid 9c:1c:12:90:5d:91

    AP "Office-225-2" Radio 0 BSSID 9c:1c:12:90:5d:91 Very-high-throughput Rates (Mbps)
