I have a NPS server and a Wireless controller but not Firewall license. Can be dynamic VLAN access be configured without this?, do we have a guide to do this?

Dynamic VLANs do not, but you need PEF to create new roles.

You can return the Aruba-User-Vlan radius attribute to put users into a different VLAN with NPS without having the PEF license.  There is only a single role without the PEF license, so returning a different role using a radius attribute does not have any effect.
