I recently purchased some previously loved Aruba AP-93's online.

    When I received them the OS was missing. Where can I download the OS for these AP's? I contacted Aruba and they said I had to pay them for a service to have access to the OS even though it is open source. Is this correct information or is there something else I can do? If nothing else can I TFTP the OS from another working AP-93?

    Are these AP-93s or IAP-93s (check part number on the sticker on the APs)?   The AP-93s require a hardware controller to operate and the IAP-93s run Aruba Instant OS.   If they are AP-93s....without a controller, you cannot use them.  If they are IAP-93s, you can reset them (using the pin hole on the bottom).  This will factory default the IAP.  However, in order to update the code, you'd need to pay for support.
