What can I do with it? I don't know the password and factory reset does not make any difference. I get some HP virtual controller instead of regular instant portal where you normally use admin/admin

      ChassisType  : mac-address
      ChassisId    : a02bb8-8d7190
      PortType     : mac-address
      PortId       : a0 2b b8 8d 71 90
      SysName      : a0:2b:b8:8d:71:90
      System Descr : HPOS (MODEL: HP-365), Version 6.4.2.0-4.1.1.0 (45787)
      PortDescr    : eth0

Also when I try to manually point it to controller and put MAC address in the whitelist I got this

This is a Universal AP (UAP) and has a different boot loader. If you are trying to load instant and there's no instant cluster established for that specific model (365), then you would download the IAP firmware for the IAP-365 from support, and load that image from the UAP provisioning screen.

Actually I want to make it work as a CAP with controller

Then as a CAP, it needs to come up and find the controller (DHCP, DNS, etc) and the controller needs to run a supported version of code. What version of code is your controller at, and how are your APs discovering the controller?

Ap Is getting correct IP from dhcp same as others 30 aps that work fine. But this one is constantly rebooting , I am able to see it in the controller for maybe 1 minute and then reboots. Control plane is on and MAC address is in the whitelist. If I remove it , then it doors not show up there. Controller is 7220 US running one of the latest ver.

You can look at the controller logs or the AP console logs then. Or open a TAC case. Chances are the AP is not finding the controller or the ontroller code is not recent enough...

The ap is able to find controller, please take a look at my edited first post and logs from that ap

I would open a TAC case and let them look it over. if you disable CPSec it would be interesting to see if it comes up. (not sure you can actually disable it since you have other APs up).

Your AP is an HP Procurve Cloud Managed access point (HPOS in your command output), which is (officially) unsupported to work with a controller or Aruba Instant. The hardware is very similar though ;-).

Partners with access to Arubapedia can find a procedure there on how to load (unsupported!) Aruba Instant firmware on the HP Cloud AP, and I think at that point it is worth a try to convert the AP to a Campus AP on a controller. No guarantees at all, but it may be worth to try.
