If end user have 2 mobile devices and with bandwidth control.

    I enable bandwidth control based on the user with 512 kbps, if the end user have 2 mobiles devices. Does user use up to 1MB or 512kbps bandwidth?

    When you set a bandwidth contract in the user role, you have a choice of setting it per user, or per role.  If you set it per user, each user in that role will only get a 512k of bandwidth.  If you set it per role, all users will share 512k in total (not advised).

    If i set per user at 512kbps. which mean if the user have two mobile device such as one laptop and one tablet, in total user will use up 1Mbps, right? Can i configure based on per device?

    It is only 512k per "station", not per user.
