Is this possible?

Current scenario:

 

Have a remote office with AP 105s that tunnel all traffic back to controller in data center via Metro Ethernet circuit.  Remote office also has a DSL circuit installed locally.  We would like to advertise a SSID for guest users that would send all of their traffic out of the local DSL connection instead of tunneling it back to the controller.  The next thing we would like to do is if the Metro Ethernet circuit goes down and connectivity to the controller is lost, the AP would still broadcast the ssid using the DSL circuity so that employees could use vpn software to connect back to our data center.

 

Is this even possible?

Yes. it is possible with the "always" operation mode. For details please refer to Virtual Branch Networking VRD Chapter 10

The discussion of operating modes in the VRD is for RAPs.  Can you have a backup ssid or always on ssid for a campus AP?

No. It is supported only for remote APs.
