LMS failback not working

We have a strange situation here with Master-Local failover in one site.

 

When the Local controller fails in this site, the AP's all fail over to the master almost instantly.  But when the Local controller comes back up, it can take up to an hour for all 20 of the AP's  to fail back.  They sort of trickle in, one or two at a time, over about 1 hour.

 

We have preemption enabled, and have tried different hold-down periods (it's currently set to 120 seconds).  Nothing seems to change this behavior.  

 

However, other sites with the exact same configuration fail back almost instantly once the 120 second hold-down period is up.

 

Any ideas what might be wrong at this one site?

The only thing I could think of is that the APs might be having issues contacting the controller and the show log system should be able to show that if this is case.
