In a master-local setup using license pooling, if the master is to be removed, can I promote the local to a master and still have the device fully licensed. Would I need to transfer the license in order to have a stable licensing setup. Also would there be an interruption in service or would I have some time to transfer the licenses while still servicing the APs/clients.

Or would it be better in advance to make the Local a backup license server for the transition.

This all depends on where the license keys are installed.  IF they are on the master which you removed, then you would need to transfer the licenses to the new master.

Keep in mind that in the event of a master controller going offline, the available license pool is valid for 30 days.

Essentially, you have 30 days to get the master back online.
