I don't think this can be done via AOS, but I want to make sure that I haven't missed something in the documentation.

Is it possible to limit bandwidth to a specific website or IP address, or maybe even by port or protocol?

Example:  company has centralized file server and wants to limit amount of bandwidth consumed by uploads or downloads.  They have sites with 20-50Mbps broadband connections, but want to make sure particular users can never use more than say 4Mbps uploading pictures, videos, etc.

They do currently use bandwidth contracts for guest users - via user role, but I think they are now asking for something that cannot be done.

You may want to check out Clear Pass.  I believe it may have the detail bandwidth control you are looking for.
