I created a new vlan on my controller, assigned a port to the vlan, gave the vlan an IP address, but I am still getting the vlan is operationally down. The vlan is admin up, so what am I missing?

The VLAN would need to be assigned to a port whose link is up or you would need to bring the VLAN up by:
interface vlan x
