I have a 3200 controller running 6.1.3.8 and it looks like devices are hanging on for long periods of time based on the number of clients connect to it.  If I reboot the controller  will it release all of the clients?

Do you mean the devices are sticking to an AP and not roaming or devices
aren't aging out of the user table when they deassociate from the network?

You can clear the user table without reloading the controller by issue the
    command "aaa user delete all"

Thank you.  That did the trick "for now".  This install is in a hotel and I am also wondering it I am running out of IP address.  Currently the controller is running DHCP.

Also check your user idle timeout. It defaults to 5 minutes.

    Configuration > Security > Authentication > Advanced

That's a long time. That means it could be up to 4 hours after your client leaves the network that they are cleared out of the user table. You may want to try and lower it to 1800 seconds (30 mins).
