Just ran into the same issue on an S1500 with a 7010 controller.
We had a brownout and my S1500 rebooted, the 7010 did not. Since the link went down the 7010 then offered power to the S1500.
When the S1500 came up the show inventory listed the power supply as failed and the 56V poe as failed.
Power Supply : Failed (580W)
: 12V System Voltage Ok
: 56V PoE Voltage Failed
The S1500 showed this output from show poe (My uplink is port 0/0/0)

I went into the 7010 and issued:
interface gigabitethernet 0/0/0 no poe

Once I did that the S1500 immediately started sending power to the ports and all is well!
