This is about a configured bandwidth limit. If you need (or want) to limit the downstream bandwidth to, let's say max 6 Mbps for a client, you can use this setting. If you don't set a bandwidth limit, the speed will be un-capped.
In general, you should not set a bandwith limit, as it will waste available bandwidth and under the line take more time for complete tasks. Situations where you can set is, is if you want to prevent (guest) users or (guest) SSIDs from using all of the available bandwidth in case you share non-critical (guest) traffic with critical (employee/business) traffic over the same (internet) link. Sometimes, it is used for monetization, you get a slow connection unless you pay for it.
Just leave it unconfigured to get the maximum possible speeds.

As it appears on 8.7.1.x Instant manual (page 132 Document Display | HPE Support Center) it seems that the limit for upload and download speed is around 64000kbps. How does the math work when you are trying to reach even 802.11n 600mbps bandwidth when the configuration limit is so low?
