Hi,
You can throttle guest user role bandwidth. 
Configuration > Roles & Policies > Roles 
Select existing guest user role
Show Advanced View > Bandwidth Tab > Total Limit for This Role
Select Per User and Configure the value
If you need Application-level bandwidth  make sure DPI is enabled
